Project & Programme Matters Sdn. Bhd. (PPM) is a specialist project management consultancy headquartered in Kuching, Sarawak. Since 2013, we have helped public and private sector clients successfully deliver major projects across Malaysia.
With over 50 multi-disciplinary professionals, we provide flexible, client-focused services tailored to the specific needs of project owners and contractors.
For Project Owners: Full-service Project Management Consultancy (PMC) covering the entire project lifecycle—from conceptualisation through to procurement, management and coordination of designers and contractors, budget control, contract administration, and stakeholder liaison.
For Contractors: Specialist support in project controls, contract administration, Building Information Modelling (BIM), and the preparation and defence of claims.

With over 20 years of international experience across the UK, Singapore, and Malaysia, Raymond Fong has delivered an exceptional range of projects—from hydro and offshore wind power generation and transmission to high-tech manufacturing, infrastructure management for major Kuala Lumpur developments, 269 telecommunication towers in rural Sarawak, and a Bio-Safety Level 3 Laboratory built from scratch in just 17 days during the COVID-19 lockdown.
Prior to founding PPM in 2013, he held project management and controls roles at Taylor Woodrow (UK), EDP Renovaveis (UK), and Turner & Townsend (Singapore). Since establishing PPM, he has built a strong team of 50 professionals operating across East and West Malaysia.
He holds an MSc in Major Programme Management from the Said Business School, University of Oxford, and an MEng from the University of Bristol.
With over 20 years of experience across Malaysia and Qatar, Anthony Loi has delivered a wide range of infrastructure and building projects—from bridges and hydroelectric dams to resettlement schemes, the Balingian Coal Stockyard, and Kuching Urban Transportation System (KUTS) - the world's first hydrogen fuel cell-powered Autonomous Rapid Transit (ART) system.
Beyond his project management role at PPM, Anthony is an experienced civil engineer who has been involved in the design of high-profile bridges, including the Golden Pedestrian Cable Stay Bridge, Sungai Sarawak Bridge, and Muara Lassa Bridge.
He holds a Conjoint Degree in Civil Engineering and Commerce (Management) from the University of Auckland, a Masters in Engineering Studies, and is a Corporate Member of the Board of Engineers Malaysia (PEPC) and IEM.
With over 20 years of experience across Singapore and Malaysia, Neo Eng Huat brings deep expertise in engineering design, project management, and Building Information Modelling (BIM) to a diverse portfolio of infrastructure and building projects.
A civil engineering graduate from the National University of Singapore, he began his career with international multi-engineering firm T.Y. Lin International, where he gained solid technical foundations working on Singapore's first Marina Bay Sands Integrated Resort, MRT stations, and conservation projects. He was also part of the pioneering team that adopted BIM collaboration and mass engineered timber systems in Singapore.
Since moving to Malaysia, Eng Huat has been instrumental in major infrastructure developments, including the Balingian Coal Stockyard and Bundwall for Sarawak Energy Berhad and Kuching Urban Transportation System (KUTS).
